How much would a literally silent PSU cost, and what technology would it involve?

I'm looking for a new Power Supply Unit for my Desktop computer because it seems to be the noisiest part.

I need a power output of at least 400 Watts.

Is there any such thing as a silent PSU? Using different cooling technology?

If not, what is the quietest fan cooled PSU on the market for up to $77 (拢50)
